where to get water arrows?

I was able to get water arrows in stonemarket early in the game but only had enough money for a few of them. Now I can't find them anywhere. I went to every store I am able to get to but no dice and I am down to 2.

Where the heck are they?

Yeah, I went there on my way to the apartment, avoiding the enforcers, to find a note. I found the note which sent me back to black alley and lo and behold...water arrows.

This time I had plenty of cash and bought the max amount.

WOO HOO! I am off and thieving again.

Black Alley is the only place you can buy water arrows. Each fence has only one elemental arrow of each kind. I hate that.

also keep your eyes peeled for water and other arrows lying around the city,plenty of moss arrows and theres a gas arrow on a roof near garrets pad {flat}

There are water arrows in the fountain outside Garrets pad, I've also found loads of moss arrows in the green shrubery all over the place and a fire arrow in the fireplace of the house next to the well. Also broadheads in the armory shop, where you meet the fake Garrat and relieve him of his commission :)
There's a gas arrow (i think) in a vent in the city, near to the statue, but I can't work out how to get up there, I'll go back when I have the gloves.

yah the shop in black alley is the only one that has water arrows. Other than that, it's like an easter egg hunt to get others.

Another good way to get more water arrows is to try not to use as many of them in the missions. You can get through most of the missions without using any arrows at all (or at most a couple of them). Be patient, take your time, & put the money you save into the bank for a rainy day. :)

Yeah!...just let us know the name of the bank you stash it at so we can go taff it in one of the first fan missions for T DS!

The elemental arrows you find lying in the streets refresh every day. So, you can get a certain amount for free if you take the time to run around after every mission from zone to zone and pick them up. Some of the gas arrows will have to wait until you get the climbing gloves, though.

Actually, you can retrieve most of those high gas arrows by pushing around a few boxes or a barrel.

At least one or two of those seemingly unreachable gas arrows can be gotten by jumping & blindly grabbing for them.

Yeah, I managed to get the one in the vent near the back side of the Clock Tower by pushing a crate over, climbing on top, jumping and hitting the action button at the top of the jump. You can probably do at least one of the two in the Docks the same way. I don't think you can get the other one in Stonemarket Plaza without the gloves, though, since it's on top of a structure rather than on the side.
