Well it has occured to me that if Thief 3 is an addapted version of the Unreal 2 engine, doesn't that mean that, (Certainly, a lot of work.) a crude (At first at least.) Thief 3 editor could be made out of an adapted version of Unreal Editor? Okay, so there's probably a good reason why this hasn't been attempted, call it curiosity meeting inexerpeince.

The devs keep saying that about the only thing they kept the same from Unreal 2 was file formats(or something obscure like that).

They've been discussing that over at the Ion Storm forums. It CAN be done. But it'd be a pain to transfer all the file formats, and constructing an actual SDK would be a ton of work. Why do all that when the devs could just release the SDK themselves  ? If they ever do. Come on Ion, Eidos, whoever! It only took 1500 signitures to get the SDK for Thief 1. We're at about 6000 for this one!

Even if the devs release an SDK it won't be easy, from the quote list:
Dave K: "Looking back, I'm not quite sure how we managed to destroy the Unreal editor as completely as we did."

Well common knowledge is DromEd was no piece of cake either (I've heard horror stories) and that you don't get much more use unfriendly then it did.
