From what I hear that If you live in Europe, you can only buy the dvd edition of the game because eidos/ion didn't release the cd-rom version in europe, only in america. So you can't play the game if you live in europe unless you have a dvd drive. Is this correct?
If true, why would eidos/ion do such a thing? Doesn't it hurt the sales a bit?

It is correct. Not sure why they did it though.

No, because every computer in europe which is capable of playing games is outfitted with at last a DVD-ROM drive. Most have a DVD-writer, though.

I don't think that's totally true, but it does seem like Europe is quicker to adopt a newer technology than America in this respect. I've got a DVD drive in my computer, and most people I know do, but the public would go up in arms if Valve (as an example) released Half Life 2 on DVD-ROM only. I've been expecting the switch since I saw the original Baldur's Gate and its 5 CDs, but it hasn't happened yet over here.

From my short experience in Europe it seems that they upgrade to newer technology only when it adds significant value, and only when the technology has proven itself and is firmly supported by other industries.

Thief:DS needs a pretty good computer anyway, most people with a reasonably new computer will have a DVD drive in it. It's not like a DVD drive is expensive anyway.
I wish more games were released on DVD, more space for higher quiality texture/audio and it's less annoying than having to swap between discs when installing.
I think it's a good move on eidos' part, it will encourage the transition from CD to DVD.

Sorry but thats utter tosh.
The reason that Euro versions of games are more likely to ship on DVD is that they have a multi language installs which, for vocal heavy games, increases the size considerably. Instead of having 4 or 5 CDs you get one, convenient DVD.:)

There's no reason not to have a DVD drive, they cost about £20. Thief3 installed in a fraction of the time it took me to install KOTOR which comes on 3 or 4 CDs.
