Knock out the woman guard standing above the forum in the Council Chamber in the Keeper Compound, while they are all voting on 'what is to be done' and throw her body down in front of the guy talking (i think it's Orland).
They'll immediatley start talking about 'how she's dead and her story should be written'
Or..you can throw gas bombs down on all of them or oils flasks and watch them slip and fall on each other......Quite Comical!
