Hint Level 1:
You'll need to get on top of those pipes, somehow...

Hint Level 2:
You'll need the climbing gloves for this mission.

Hint Level 3:
You can buy the gloves from the shop in the Docks section of town. Use the gloves to climb the wall, move sideways over the pipe, and drop down onto it. From there, simply walk over to the Glyph and enter the mission.

(if you're still having trouble after all that, you're beyond my ability to help you. ;) )
