Hi. I was just wondering if it's a bug that they sell both the crown and the heart and also a map over the museum in the old quarter shop when you're on the mission to break into the museum and find the artifacts?

No, it's not a bug. I think the idea is that you can swap the real artifacts with fake copies, thus keeping the guards from seeing the missing items and sounding the alarm.
