Help with vial in cradle

Any help will be greatly appreciated!

I'm in the cradle, I talked to the girl ghost and she said I need to find a vial of her blood in the storm cellar. Well I can't find anything in the storm cellar! Can anyone give me some directions or hints on where to look?

Also, is the storm cellar the small room besides the ladder/fuse room? Or does it mean the whole area including the staff tower?

The storm cellar is the area which is flooded with water. Once you're beside the fusebox, move to the only room you can reach without a ladder. There are shelves with vials of blood in there.

that cage besides the blood vials, is it important in any way? do i dare open it? and do i really really have to turn on the electricity? i quite prefer the safety of darkness...
