Concealing Red Dragon Negotiator?

Hey im on the level where you assassinate the police chief/blue triad and red triad guys and all...and ive done everthing..but it says conceal the red triads body....where do i put him? Ive hid him and noones ever found him but it says still he must be concealed...Any Help? :confused:

the sewer near where he first comes on the map.
