Question about Hell's kitchen (spoilers)

I was wondering if you could go back to the streets after going down towards the power generator. I want to do the side quest where you rescue smuggler's friend.

I think you can but it may take a while to go there and back to the chopper

I remember trying this but couldn't manage. Something about a large drop between a fire exit and another roof-top that cannot be re-climbed.

I may have missed something though.

You can go back. I can't remember exactly but there is an alley near the generator building (with two LAMs on wall) that you can use. Throw a LAM towards the fence blocking the end of the alley and run! It will blow up a bunch of barrels on the other side of the fence, destroying it. Then you will see a chain link fence that has a fire escape ladder visible on the other side. Use everything you can find to build a structure to jump up and over the fence. I used the boxes and garbage. You can then climb the ladder to the top of a building close to the beginning of that level.
