Can anyone say what this idol is supposed to be of, and why it's there?

I think that that idol hasn't got any important meaning at all. It's probaply just another mark of the Sarafan, which is to show people how glorious, magnificient and powerful they are.

check the concept art for Chakkan it probably had some meaning for that game!

I can agree with this. However if that's not the case, I also view the symbol as being very Sarafanesque. :)
