What are the control points?

I tried having more centurions, but still it gets to a point where even though I have plenty of people on the villages, I can't recruit more toops.

Is it just a cap, or am I missing something here?

you can recruit up to 500 (i'm not sure about this...)

and troop control points...

each troop has his own control points.

it is the number of troops together.

once you reached the limit your army cannot grow any more. (only if some troops die.)
