Recently I Downloaded Deus EX Human Revolution, Installed It, Played Just Fine
However, I Re-Installed Windows 7 32 Bit ( After Getting Unstable ) When I Try To Open The Game Nothing Happens
So Do I Have To Re-Install The Game Again Or There Is More Simple Solution ? Like I Copy The Installed Game Directory From System To Another.

Reinstall Steam, sign in to steam as normal, and go to the 'library' tab. Once there, right click ''Deus Ex: Human Revolution' and click 'install game...' from the context menu that pops up.
Dx:HR is a steam game, which means it's tied to the steam install. Simply copying the files from one PC to another won't work, but you can use steam to install it on all your PCs without any problems anyway.
If you don't want to download it again (bad internet?), you can use steams backup feature to create a file you can copy. on the old system log in with 'online mode' and go to the 'library' tab. Click 'steam' in the top left corner, then 'backup and restore games'. Select 'backup currently installed games', then 'next', and select all the games you want to copy on the next page. It'll ask you to choose a directory to make the backup files, so choose one you can find quickly and hit next again.
Once it's finished making those files, you can copy them onto the new system and reverse the process. Log in to steam, click 'Steam', then 'Backup and Restore Games...', then 'Restore a previous backup'. Point it to the directory you made the backups in and hit 'Next', and it'll reinstall the games from those backup files. You'll need to be online for it to work - some kind of DRM control - but other than that you shouldn't have any problems.

Sounds like a pirated copy to me. You don't neet to install anything, steam does it by itself. Go buy the game, then we can talk.
