Depends on the location but there are city hubs where you can wander around and explore, break into apartments, talk with everyboy, throw a fridge into a bum's face etcetera.

It's a RPG. You have main missions and side missions and you can choose in which order you complete them and how you complete them. There are also always multiple paths leading to your objective.
