I finally realized why the heads are so small:

Look at Gormens head to body ratio, they did this intentionally so it would look like a comic book. My dad pointed this out to me and he's 62, so sometimes it's best to get an unbiased opinion.

There is no comic that I've ever seen that uses the same proportions, the same body, for every character in the book. Even hero characters have different body types. Look at Wolverine and Cyclops.

I don't think the heads are small. Tough men have broad shoulders from spending too much time in the gym pumping iron, head ends up looking small in comparisson.

I love those comics, though I know the characters under diffirent names (I live close to Belgium so I read them in Dutch)
Well, the Blake and Mortimer characters should remain the same (since B&M were meant to be British, and Olrik was unchanged). Thompson and Thompson would be Dupont et Dupont, and I can't recall the name of Calculus in the Belgian originals unfortunately. :(

The small heads are still a problem and immersion-breaking imo. Though I do admit I didn't really notice it when playing batman AA

But to be fair, seem like a reasonable explanation. That and the fact that humans get taller every year(scientific fact this one).

That's because there's a lot of variety in Arkham Asylum.
The "variety" that you speak of, comes from the bosses and some other important characters. Everything else is the same. Just like in DXHR, from what we've seen...

They are just ensuring that Hollywood will not be able to find anyone who looks enough like the characters when they attempt to make the movie. Hollywood is the land of--to use the term they use themselves--the "lollipop people"; big heads, slight bodies.

Why would Batman drink chocolate milk if he hates chocolate ice cream so much?
I abide for what others pointed out earlier, that the concept art didn't translate well into game models. Probably the modeler wasn't skilled enough or there were technical issues/limitations.

Well if at least they had those expressive big eyes I would accept it... oh wait oh wait oh wait. I mean big eyes in conjunction with good animation and good voice work can make facial animations more expressive (noticeable), not anime per se, but more like this.

Yes, but observe the picture. If you're trying to give characters an heroic likeness give them wide sholders aswell (How to draw heroic figures 101).
Small heads + Narrow sholders = Silly.
Small heads + Wide sholders = Heroic.

Also, there is nothing heroic when every soul in the universe has the same proportions. That makes you ordinary in context yet hideous in reality... lose lose.
The NPCs making up the world should be impressively different from one another. And as JJB just told us they have a randomizing character generator for their NPCs, I have no idea why they all have the same exact bodies and proportions.
It makes my head hurt.

Well, he did say they overdid it in some places so maybe in the sequel we will see more variety. If anyone thinks this will ruin the game realize Deus Ex has never really had good looking characters in...

Well in the Dutch version Thompson and Thompson are called Jansen and Jansen. Professor Calculus is called
Professor Zonnebloem (sunflower). Not sure what the name of the main character is in English(Tintin?) but in Dutch it's Kuifje, guessing that Haddock's name remained the same.
