Riding her bike next to the train refers.
After the second bridge crossing over the train, the mouse no longer has full control of camera view, i.e view stops following the direction the bike is travelling
and the graphics goes all hay wire. - like ghosting
images superimposed over the real picture. With nowhere to go and coming to a standstill, Lara is told that time is up and I have to restart at previous check point.

Is this a bug in the game or am I missing something?

There's a point where you jump the bike onto the train and a cut scene takes over.
You may have missed it and gone too far. Try again from the last save point and watch for the jump, I believe it is a ramp type structure.
