Where is chaos parachute?

I keep hearing about this in all the forums, yet there is absolutely no reference to it whatsoever in the DLC on steam. Where do you get it??????

Seems like it is quite rare. I got it as downloadable content included in European Limited Edition for Xbox 360. European version included many free DLCs. American versions only few shop specified items. I don't know if the Chaos Parachute has even been released outside European Limited Editions.
