DLC glitch?

I am playing High Rise at the moment in Arcade Mode and in the middle of shootouts with cops and my crew there are civilians (business men by the looks of it and just casually clothed people) walking around very casually as if they are just on the street

is this normal? it doesn't seem like it should be happening

civilians were running, screaming etc on replay of round one and then round 2 so perhaps a one off, but very weird still

Another glitch I found is my achievments menu says 38 of 50 when it should say 39 of 59

Crap. Same with Minerva's Den (Bioshock 2 DLC); achievements are glitched and won't count towards total gamerscore. Had to recover my gamertag. Luckily, I have multiple saves.
