It's a little bit strange. Wifes can make their husband confined :)
It's a paper from Pavelock Prison that writes who staying in cells.

No different to being held for being drunk and disorderly. They normally release the person the next day when they've sobered up and, depending on what caused them to be jailed, they could be charged and fined for it.
It isn't a wife getting their husband confined. It's the wife of Warden Stout's cousin having the Warden deal with his family.
Also, I'm guessing mokoko likely never watched The Andy Griffith Show, heh heh, where the town drunk was expected to be drunk every Saturday and had a cell waiting just for him to sleep it off. :p
Also, democratic and modern would mean the woman does have say, especially when the husband is too inebriated to judge the situation accurately.

I'd love to see the police trying to round up every drunk in Scotland on a friday night. From what I saw in Aberdeen, there were more drunks staggering about on friday night than there were shoppers on a saturday afternoon. Going out without the intention to get totally wasted makes you a social outcast. :)
We also have one in our town that gets drunk and deliberately gets arrested to get away from the wife for the night.
