There are articles in Microsoft's knowledgebase. Go to:
http://support.microsoft.com/default.aspx?scid=FH;EN-US;KBHOWTO
and enter "Windows 98" for the product and "Dr. Watson" for search criteria. I found 12 articles on this search. 2 that best describe Dr. Watson are:
http://support.microsoft.com/default.aspx?scid=kb;en-us;185837
http://support.microsoft.com/default.aspx?scid=kb;en-us;275481
You can also find more articles by going to:
http://search.microsoft.com/default.asp?siteid=us
and searching on "Dr. Watson Windows 98", although some will duplicate those found in the above search.

Dr. Watson was my sixth grade science teacher.:) I think that as a second career, after he retired, he may have written some software that pops up when you have a recoverable system error and makes system dumps.
