Pedestrians (spelling?) are constantly sticking their arms straight out to the sides like a scarecrow. They even do this in cars, making it impossible to carjack them. NOT soldiers, etc, only "civilians". Anyone else?

yes they do that with me aswell, and when they are run over, they just pop back up.
