I tried the fixes on these forums. Assigning the affinity to one core was successful, but the movies are still not playing. I have downloaded and installed the indeo codecs mentioned here (and other places, I have scoured the internet) as well, but still nothing. Has anyone gotten the game completely working in Windows 7? how?

Order in which I did things- I have NO idea if any of these steps could be skipped, as I JUST learned that Win 7 comes with the indeo codec already, it's just disabled:

1.installed indeo codecs 5.11
2.installed k-lite codec pack full, associated everything with Windows Media Player (you'll see, it's a step in the installation)
3. Installed Thief: The Dark Project
4. Ran game as Administrator.

movies Worked! if it's possible that I could have done step 4 from the start, well whatever.
You'll still need to go in and change how many cores it's running on.

It seems strange to me that it would need another codec pack if Indeo were already installed. Did you try running as Administrator before?

I didn't, no. As far as I know I could have skipped the codec installation altogether. I'd be interested to hear from anyone who tries it if this is true or not.
