It's the Eight Mile High strip club. People are speculating that it's a liberatable (if that's even a word) location because of a percentage meter in a screenshot. Should be awesome.

Just recenty found out it's the Mile High Club. It's a giant airship with a bars and pools, I think it's going to be a safehouse where you can walk around without getting shot.
