Ricos enemies: more then just the army and ninjas???

So far the only enemies seen or confirmed are panays army(the guys wearing the red vests) and ninjas.

But will there be any others? Police,swat,Fbi or even the black hand?

In one pic i saw, rico is fighting off some bald guy in a suit.

and then there's also the factions, but i heard today that they might not even shoot back at rico if he provokes them.

Well so far ive seen the Ulars and Reapers

The Ulars look like there vietamese did i spell that right? gang that wears grey clothing with yellow bandanas wrapped around their arms and neck They're led by the dude with the turban.

The Reapers look cool;) They wear army fatigues with red face bandanas, dressing like guerrilla fighters. The woman in the trailers leads them.

Unsure about the roaches, all i know is that they're the blue gang and led by an african american male in a white suit.

I was really hoping for a drugcartel gang, unless the ular boy deal in heroin? But it's still not the same as cocaine. Or weed.

BOT: The pany army from what ive seen so far have 3looks

The first look: panays men wear red kevlar vest with tan clothing, and red berets.
The second look: Same as before, but they now have war paint on there face.
The third look: They dress like a special version of the swat, wearing red camo.

But still no cops or fbi agents seen.

Oh and while on the topic: Is it me or it is kinda strange that the reapers color is red aswell?

There cant be two militas with red? Why not just make panays army green to match babys green suit and ugly lizard.

No, but you can see them in the chaos in panau and multiple routes trailers.
