It appears to have the effect of a Cluster Bomb (Although Cluster Bombs are air dropped by planes normally). It's often a hollow casing containing many bomblets, they are often multiple-purpose weapons containing mixtures of munitions, of which have a shaped charge to attack armour, with a fragmenting case to attack infantry, materiel, and light vehicles.
