Rain and Snow attacking draw distance

I was wondering if rain and especially snow would cut the draw distances with fog or something. I hated it in Elder Scrolls: Oblivion when snow would make the draw distances like 80ft instead a mile or two.

Not sure about snow, because we havent seen footage of any type of "heavy" snow, but I do know visibility is almost impossible when its night.
